chairmanship
from 2017 2019, finland serving chair of council. chairmanship of council rotates every 2 years among 8 national members. canada (1996-1998) served first chair of arctic council, followed united states (1998-2000), finland (2000-2002), iceland (2002-2004), russia (2004-2006), norway (2006-2008), denmark , sweden. norway, denmark , sweden have agreed on set of common priorities 3 chairmanships.
permanent participants
six arctic indigenous communities have status of permanent participants on council. these groups represented aleut international association, arctic athabaskan council, gwich in council international, inuit circumpolar council, russian association of indigenous peoples of north, , saami council. assisted arctic council indigenous peoples secretariat.
