from august 1943 february 1945, condon worked part-time consultant @ berkeley on separation of u-235 , u-238. condon elected national academy of sciences in 1944. following war, condon played leading role in organizing scientists lobby civilian control of atomic energy rather military control under strict security. worked science adviser senator brien mcmahon, chairman of senate special committee on atomic energy, wrote mcmahon-douglas act, enacted in august 1946, created atomic energy commission, placing atomic energy under civilian control. adopting internationalist viewpoint, condon favored international scientific cooperation , joined american-soviet science society.
