earl of caledon imposed caledon code in capacity first governor of cape colony after occupation britain in 1806. eastern , north-eastern districts of cape colony affected declaration since of khoikhoi population based in these areas.
it stated khoikhoi have “fixed place of abode” , not travel freely, requiring passport if found outside of stipulated area. prevented them moving away farms in worked slaves unless passes signed employer. if asked produce pass white settler, present document verifying had permission employer away home.
