in june 1943 town clerk of city of kew, w. d. birrell, produced report on immediate post-war priorities kew. birrell urged council propose closure of kew asylum, grounds subdivided , ...laid out on modern town planning principles 700 800 homes . according birrell, have been ideal post-war scheme provide employment , needed land housing. birrell s proposal not new; ever since establishment of asylum, proposals closure , redevelopment had recurred every few years. birrell s plans did not eventuate overcrowding @ other mental hospitals throughout victoria necessitated kew s continued operation.
by 1986 willsmere hospital s bed numbers had been reduced 430, 3 quarters of psychogeriatric patients. result of ongoing mental health reform, labor government of victoria commissioned willsmere project , purpose of plan decommissioning hospital , develop services , facilities in community. long-term psychogeriatric patients transferred new psychogeriatric nursing homes in suburbs, re-opened ward of plenty psychiatric hospital in bundoora, refurbished heatherton tuberculosis sanatorium or other psychiatric institutions. acutely unwell patients have been admitted willsmere sent newly built units @ maroondah hospital, monash medical centre or peninsula hospital. willsmere closed in december 1988 , sold government of victoria in late 1980s. extensive conservation analysis completed in 1988 recommended bulk of original buildings conserved.
the hospital complex developed central equity residential apartments. willsmere residential development officially opened on 27 october 1993 premier jeff kennett.
the remaining grasslands between eastern freeway , main hospital buildings, including site of asylum s cricket field developed kew gardens residential estate. kew gardens project completed in 1995. buildings , grounds of kew cottages (formerly grounds of kew asylum) being redeveloped main drive project walker corporation.
