history

the first charter adopted on 30 august 1946 in 1st congress of workers party of north korea, immediate predecessor of present wpk. 2nd congress revised on 30 march 1948, , 3rd congress of workers party of korea made extensive revisions in april 1956. 4th congress amended on 18 september 1961, , 5th congress on 13 november 1970. 6th congress revised on 10 october 1980.


the 1990s (especially after kim il-sung s death) began period in pretense of following charter dropped. no central committee plenums convened between 1993 , 2010, though charter mandated 1 held @ least every 6 months. consequence, composition of cc @ time remained estimate. not known members of 6th cc active or alive.


in clear breach of charter, kim jong-il appointed wpk general secretary in joint announcement 6th central committee , cmc rather elected plenum of central committee.


3rd party conference

on 26 june 2010 politburo announced summoning delegates 3rd party conference, official explanation need reflect demands of revolutionary development of party, facing critical changes in bringing strong , prosperous state , chuche [juche] development. conference met on 28 september, revising party charter , electing (and dismissing) members of central committee, secretariat, politburo, presidium , other bodies. wpk s ultimate goal changed build[ing] communist society (although marxism–leninism still mentioned) embody[ing] revolutionary cause of juche in entire society .


the charter revised @ 3rd conference (its first revision since 6th congress in 1980) require party s first secretary hold office of chairman of party s central military commission. ensure kim jong-un s succession of father, kim jong-il, guaranteeing inherits top posts in not party army well.


although congress formerly mandated convened every 5 years, 3rd conference revised party charter state central committee convene congress desired 6 months notice party. this, too, done in preparation kim jong-un s succession, allowing kim dynasty pick date freely.

4th party conference

ideology elaborated @ 4th party conference in 2012, when kimilsungism–kimjongilism became guiding idea of party in charter.


7th party congress

at 7th party congress on 9 may 2016, charter amended required developing reality. dual-track policy of pursuing both economic growth , nuclear weapons capacity added charter. secretary titles made chairmen , vice-chairmen in both central , municipal levels. secretariat named executive policy bureau of workers party of korea. first secretary of party became chairman of workers party.
