on october 18, tropical depression formed west of palau. tracking westward, system attained tropical storm-force winds following day , assigned name hester. @ time, hester located approximately 400 km (250 mi) east of northern mindanao in philippines. due cyclone s proximity country, philippine atmospheric, geophysical , astronomical services administration monitored storm , assigned local name goying. on october 20, hester brushed northern mindanao before crossing visayas. storm passed approximately 75 km (45 mi) south of cebu city later day before moving south china sea. on october 21, hester intensified typhoon hours before crossing palawan.


once on south china sea, strong ridge built on southern china resulting in hester turning northwestward , accelerating. reached forward speed of 33 km/h (20 mph), twice climatological average typhoons in region during october. between october 22 , 23, storm developed eye before reaching peak intensity category 2-equivalent typhoon. joint typhoon warning center estimated peak winds have reached 165 km/h (105 mph) along central pressure of 967 mb (hpa; 28.56 inhg). hester subsequently made landfall near huế, south vietnam. once onshore, storm s structure rapidly degraded weakened. storm later dissipated on central laos on october 24.
