implementing redd+
decision 1/cp.16, paragraph 73, suggests national capacity implementing redd+ built in phases, beginning development of national strategies or action plans, policies , measures, , capacity-building, followed implementation of national policies , measures , national strategies or action plans involve further capacity-building, technology development , transfer , results-based demonstration activities, , evolving results-based actions should measured, reported , verified . initial phase of development of national strategies , action plans , capacity building typically referred readiness phase (a term reddiness encountered).
there substantial number of redd+ projects globally , section lists selection. 1 of more comprehensive online tools up-to-date information on redd+ projects voluntary redd+ database.
readiness activities
most redd+ activities or projects implemented since call demonstration activities in decision 2/cp.13 december 2007 focused on readiness, not surprising given redd+ , requirements new developing countries.
un-redd programme undp, unep , fao jointly established un-redd programme in 2007, partnership aimed @ assisting developing countries in addressing measures needed in order participate in redd+ mechanism. these measures include capacity development, governance, engagement of indigenous peoples , technical needs. initial set of supported countries bolivia, democratic republic of congo, indonesia, panama, papua new guinea, paraguay, tanzania, vietnam, , zambia. march 2014 programme counted 49 participants, 18 of receiving financial support kick start or complement variety of national redd+ readiness activities. other 31 partner countries may receive targeted support , knowledge sharing, invited attend meetings , training workshops, have observer status @ policy board meetings, , may invited submit request receive funding national programme in future, if selected through set of criteria prioritize funding new countries approved policy board . programme operates in 6 work areas:
forest carbon partnership facility world bank plays important role in development of redd+ activities since inception. forest carbon partnership facility (fcpf) presented international community @ cop-13 in bali, december 2007. recipient countries can apply $3.6 million towards: development of national strategies; stakeholder consultation; capacity building; development of reference levels; development of national forest monitoring system; , social , environmental safeguards analysis. countries achieve state of readiness can apply related carbon fund, support towards national implementation of redd+.
norwegian international climate , forest initiative @ 2007 bali conference, norwegian government announced international climate , forests initiative (nicfi), provided us$1 billion towards brazilian redd scheme , us$500 million towards creation , implementation of national-based, redd+ activities in tanzania. in addition, united kingdom, $200 million contributed towards congo basin forest fund aid forest conservation activities in central africa. in 2010, norway signed letter of intent indonesia provide latter country us$1 billion assuming indonesia achieves results .
united states united states has provided more $1.5 billion in support redd+ , other sustainable landscape activities since 2010. supports several multilateral partnerships including fcpf, flagship global programs such silvacarbon, provides support redd+ countries in measuring , monitoring forests , forest-related emissions. united states provides significant regional , bilateral support numerous countries implementing redd+.
itto international tropical timber organization (itto) has launched thematic program on redd+ , environmental services initial funding of us$3.5 million norway. in addition, 45th session of itto council held in november 2009, recommended efforts relating redd+ should focus on promoting sustainable forest management .
finland in 2009, government of finland , food , agriculture organization of united nations signed us$17 million partnership agreement provide tools , methods multi-purpose forest inventories, redd+ monitoring , climate change adaptation in 5 pilot countries: ecuador, peru, tanzania, viet nam , zambia. part of programme, government of tanzania complete country’s first comprehensive forest inventory assess forest resources including size of carbon stock stored within forests. forest soil carbon monitoring program estimate soil carbon stock, using both survey , modelling-based methods, has been undertaken.
australia australia established a$200 million international forest carbon initiative, focused on developing redd+ activities in vicinity, i.e., in areas indonesia, , papua new guinea.
interim redd+ partnership in 2010, national governments of developing , developed countries joined efforts create interim redd+ partnership means enhance implementation of action , foster fast start finance redd+ actions.
implementation phase
some countries implementing aspects of national forest monitoring system , activities aimed @ reducing emissions , enhancing removals go beyond redd+ readiness. example, forest carbon partnership facility has 19 countries in pipeline of carbon fund, provide payments these countries based on verified redd+ emissions reductions achieved under national or subnational programs. first countries begin negotiate contracts these payments, , begin implementation of programs, in 2017.
results-based actions
following warsaw framework on redd-plus, first country had submitted biennial update report technical annex containing details on emission reductions redd+ eligible activities. brazil submitted first biennial update report on 31 december 2014. technical annex covers amazon biome within brazil s territory, little under half of national territory, reporting emission reductions against brazil s submitted reference emission level of 2,971.02 mtco2e reduction in deforestation. technical annex reviewed through international consultation , analysis process , on 22 september 2015 technical report issued unfccc states lulucf experts consider data , information provided in technical annex transparent, consistent, complete , accurate (paragraph 38). considering brazil reporting on emission reductions deforestation in brazilian amazon, technical review identified several areas of improvement (paragraph 34):
(a) continuation in updating , improving carbon density map, including through use of improved ground data brazil’s first national forest inventory, possibly prioritizing geographic areas deforestation more occur;
(b) expansion of coverage of carbon pools, including improving understanding of soil carbon dynamics after conversion of forests non-forests;
(c) consideration of treatment of non-co2 gases maintain consistency ghg inventory;
(d) continuation of improvements related monitoring of forest degradation;
(e) expansion of forest monitoring system cover additional biomes.
several additional countries have followed closely behind brazil.
