on may 11, 1941, boy scouts of america honored major frederick russell burnham on eightieth birthday, @ carlsbad caverns, new mexico. burnham had returned cabeza prieta national wildlife refuge had dedicated boy scouts in arizona after long campaign save desert bighorn sheep.
in 1918, albuquerque council (#412) founded. changed name bemalillo county council (#412) in 1926. council changed name again in 1927 rio grand area council (#412). in 1934, rio grande area council became northern new mexico council (#412).
in 1920, carlsbad council , roswell council (#413) founded. merged in 1924 become pecos valley council (#413). in 1925, pecos valley council became eastern new mexico council (#413).
in 1927, gila grande council (#579) formed, merging el paso area council (#573) in 1930.
in 1927, kit carson council (#574) formed, merging rio grande council (#412) in 1929.
